RCS Releases Results of Title IX Athletics Audit

RICHMOND, IN (September 25, 2025) – Last night, Richmond Community Schools announced completion of a Title IX Gender Equity in Athletics assessment at Richmond High School, conducted by Church Church Hittle + Antrim (CCHA). The Board approved the targeted audit in October 2024 as part of the district's commitment to equitable athletic opportunities. CCHA interviewed RHS administration, athletic directors, the majority of coaches across all sports, and student-athletes.

The targeted audit of Richmond High School's 21 athletic teams found no Title IX violations. However, the audit provides recommendations for improved student-athlete experiences. For example, RHS needs 54 additional female student-athlete participation opportunities to achieve proportionality. Female participation dropped from 43% in 2020 to 40% in 2024.

The assessment examined four treatment areas: publicity, locker rooms and facilities, equipment and supplies, and scheduling of games and practice times.

RHS administration has already begun implementing the majority of the report's recommendations:
*Girls' wrestling room relocated to Tiernan Center upper deck for safety
*Student Athlete Leadership Team (SALT) formed for student input
*Equitable content calendar implemented for social media and announcements
*Weekly transportation assignment reviews established
*Coach training on Title IX gender equity initiated

Using 2023 bond funding, the district is adding a practice turf field, renovating tennis courts, and improving McBride Stadium softball facilities including lighting and amenities.

"These are opportunities to build a more equitable and inclusive athletic program," the report concluded. The District Title IX Coordinator will continue to meet regularly with the Athletic Director to ensure ongoing compliance.

Richmond Community Schools (RCS) is proud to announce significant gains in the 2025 IREAD-3 assessment results, reflecting the district’s unwavering commitment to early literacy. This year's district-wide pass rate rose to 80.2%, up from 69.7% in 2024 and 69.05% in 2023. These gains follow the implementation of several key initiatives grounded in the Science of Reading, a research-based approach to literacy instruction.

“We are thrilled to see measurable progress in our IREAD-3 scores,” said Dr. Curtis Wright, Superintendent of Richmond Community Schools. “These results are a testament to the hard work of our students, the dedication of our educators, and the strength of our community partnerships. Most importantly, they affirm that our focused efforts are working.”

Key drivers of improvement include:
* Professional Development for Educators:
Teachers across the district participated in intensive, ongoing training on the Science of Reading. This included workshops, coaching, and collaborative planning sessions, empowering educators to deliver evidence-based instruction and differentiate based on student needs.
*  Targeted Literacy Interventions:
RCS implemented tiered supports to address students’ individual reading needs. Using ongoing assessment data, reading specialists and interventionists provided small-group instruction and one-on-one tutoring to students who required additional help.
* Implementation of the Science of Reading Curriculum:
In the 2024-25 school year, RCS adopted a district-wide curriculum aligned to the Science of Reading. This approach emphasizes phonemic awareness, phonics, fluency, vocabulary, and comprehension. The curriculum was implemented in all K-8 classrooms, ensuring consistency and rigor across schools.

Richmond Community Schools (RCS) Superintendent Dr. Curtis Wright shared key updates and priorities in the district’s annual State of the Schools address, highlighting student achievement, operational progress, and the district's continued commitment to serving the community with excellence.

From academic performance and graduation rates to facility improvements and expanded student support services, the presentation offered a comprehensive look at how RCS is moving forward, even amid challenges.

“Richmond Community Schools is committed to being both bold and responsible,” said Dr. Wright, Superintendent of RCS. “This year’s progress shows our resolve to create meaningful impact—whether it’s increasing attendance, enhancing safety and technology, or strategically managing our finances. Every step we take is in service of our students, staff, and the families who trust us.”

The event also featured remarks from key community partners. Richmond Mayor Dr. Ron Oler, Chief of Police Kyle Weatherly, and Fire Chief Jeff Kinder each shared how their respective departments are working in partnership with RCS to ensure student safety, support emergency preparedness, and strengthen connections between schools and the broader Richmond community.

Among the notable RCS highlights:
* A 6.8% increase in student attendance
* Over 43,000 visits to the school-based health clinics
* Expansion of after-school and summer food service programs
* Implementation of modernized learning environments and enhanced cyber security
* Balanced budget planning amid major legislative changes

RCS continues to prioritize transparency, strategic planning, and student-centered decisions as it prepares for the 2025–2026 school year.

Richmond Community Schools and the Richmond Police Department have solidified their partnership to enhance school safety with the signing of a new Memorandum of Understanding, which expands the School Resource Officer program. The agreement brings a minimum of four full-time SROs to RCS buildings, emphasizing safety and fostering positive relationships between students and law enforcement.

In a joint statement, 𝐑𝐢𝐜𝐡𝐦𝐨𝐧𝐝 𝐏𝐨𝐥𝐢𝐜𝐞 𝐂𝐡𝐢𝐞𝐟 𝐊𝐲𝐥𝐞 𝐖𝐞𝐚𝐭𝐡𝐞𝐫𝐥𝐲 and 𝐂𝐢𝐭𝐲 𝐨𝐟 𝐑𝐢𝐜𝐡𝐦𝐨𝐧𝐝 𝐌𝐚𝐲𝐨𝐫 𝐑𝐨𝐧 𝐎𝐥𝐞𝐫 expressed their shared vision for the initiative:
"Today marks a significant step in uniting our city and our schools under one common goal: the safety and well-being of every child in Richmond," 𝐬𝐚𝐢𝐝 𝐌𝐚𝐲𝐨𝐫 𝐑𝐨𝐧 𝐎𝐥𝐞𝐫 . "As parents, neighbors, and community members, we want nothing more than for our schools to be sanctuaries of learning and growth. This partnership underscores our commitment to ensuring that our children have the safe, supportive environment they deserve."

𝐂𝐡𝐢𝐞𝐟 𝐊𝐲𝐥𝐞 𝐖𝐞𝐚𝐭𝐡𝐞𝐫𝐥𝐲 added, "This collaboration with Richmond Community Schools is about more than security—it's about trust, unity, and hope for our future. The officers in this program will serve not only as protectors but also as mentors, role models, and advocates for our youth. By coming together as a community, we reaffirm that our children's safety is not just a priority; it is our collective responsibility. We are proud to stand shoulder-to-shoulder with RCS to safeguard the next generation."

The new MOU focuses on key initiatives to enhance safety and build relationships:
• Educational programs to help students better understand the role of law enforcement.
• SRO participation in school activities to strengthen bonds with students.
• Coordinated responses to security incidents on school grounds.
• Collaborative strategies to address issues like truancy and student safety.
• Traffic management during peak school hours to ensure safety around campuses.

𝐒𝐮𝐩𝐞𝐫𝐢𝐧𝐭𝐞𝐧𝐝𝐞𝐧𝐭 𝐃𝐫. 𝐂𝐮𝐫𝐭𝐢𝐬 𝐋. 𝐖𝐫𝐢𝐠𝐡𝐭 applauded the collaboration, stating, "This refined MOU reflects a shared dedication to our students, staff, and stakeholders. We are grateful for the unwavering support from the City of Richmond and the Richmond Police Department as we work together to create the safest possible environment for our children to learn and thrive."

The expanded SRO program took effect on January 22, 2025, with immediate implementation across all RCS schools.

Joe Cox Named Next Richmond High School Softball Head Coach

The Richmond Community Schools Board of Trustees has approved the appointment of Joe Cox as the new head softball coach at Richmond High School. Cox, who has served as an assistant coach with the program for the past four years, received board approval last month for the head coaching position.

Cox succeeds his daughter Alexis, who stepped down from the position following the conclusion of last season. "I am incredibly honored and excited to be named the new head softball coach at Richmond High School," Cox said. "I am eager to continue working with the talented student-athletes at RHS."

A Michigan native with over 17 years of softball coaching experience, Cox brings a wealth of knowledge and leadership to the program. He is also a distinguished U.S. Navy veteran, having served his country for 20 years before retirement. When not on the softball field, Cox enjoys outdoor activities, including golf and kayaking. He resides in Richmond with his wife, Kim, and together they have two children and five grandchildren, with another grandchild on the way.

Athletics Director Robert Lee expressed enthusiasm about the appointment, stating, "We are excited to retain a coach of Joe's caliber. His familiarity with the program, the girls and the community, we feel it made for a fantastic hire."

2024-2025 RCS School Delays and Closures Information

Dear RCS Parents & Guardians,

As we all know, Indiana weather can be very unpredictable. During the past several years, we have seen an increase in inclement weather. If that holds true again this year, you will be hearing from me often and may even wonder a time or two how I make the decision to delay, cancel, or have an eLearning day. It is rarely an easy decision and one that I make with a great deal of thought.

Please read the important information below so you can review during these upcoming months. You can also get the most up-to-date information on Facebook, Instagram, X @werrrichmond, Parent Square, or any of our local media outlets. Decisions are made as early as possible and preferably before 6:00 a.m.

It's essential for children to wear warm coats, gloves, hats, and scarves while going to and waiting at the bus stop. Bad weather can delay our buses due to slippery roads. If you have sidewalks, please help keep them clear of snow and ice. Remind your children to stay aware of their surroundings, as drivers may not see them in poor conditions.

We want your children in school every day, but we respect your choice regarding their safety. Together, we will keep providing great opportunities for our children's future success.

Richmond Community Schools believes…

*Parents have a child-specific perspective regarding their child and the threat of inclement weather.
*A parent may make a determination for their child and should respect the perspective of another parent regarding their child.
*Richmond Community Schools respects a parent’s determination regarding their child’s attendance at school during inclement weather. If school is open or delayed, because of inclement weather, the school will respect the parent’s decision to keep their child at home. Parents are expected to contact the school and inform school officials of their determination. The student will be counted as absent, per state code, and students will be given an opportunity to complete their academic work in the same manner as an excused absence from school.
*Richmond Community Schools believes the public expects schools to be open and to provide education, supervision, and other services (including meals) to its students.
*Richmond Community Schools believes all parents are committed to keeping children safe and these parents will dress their children appropriately for the weather when sending the children to school.
*Variable weather conditions are to be expected in East Central Indiana. Richmond Community Schools believes parents have plans in place for weather-related delays and closures and believe morning notification is generally appropriate.

Sincerely,
Dr. Curtis L. Wright
Superintendent of Schools

RCS Director of Facilities, Brad Walton, is aware of some complaints about heat in RCS school buildings.

Richmond Community Schools performs daily walkthroughs of all facilities before the school each day. On Monday, RCS became aware of a small number of classrooms and office spaces where the temperatures were not within comfortable limits. “It is a normal seasonal occurrence for our service and maintenance team to respond to reports from building administrators about temperature irregularities in specific classrooms or certain sections of buildings,” said Walton. “In some cases, a thermostat adjustment fixes the issue. In others, an HVAC system repair may be needed, both of which are being addressed in a timely manner.”

Despite experiencing a ransomware attack earlier this fall, there was no impact on the ability to deliver climate control into our buildings. However, it has made repairs and monitoring more challenging for our maintenance personnel.

Our team is addressing any and all issues as quickly as possible in order to maintain a healthy and safe learning environment. We recommend that staff and students dress in layers during cold weather months to afford themselves the opportunity to appropriately adjust their clothing to changing temperatures.

Here's what to expect:
*Elementary students will arrive at their buildings by 7:30 AM and can enjoy breakfast to kickstart their day! 🍎🥛
*Test Intermediate students will be dropped off after elementary students and will also have breakfast offered upon arrival.

RCS Police Department Announces Juvenile Arrest After Latest School Threat

RICHMOND, Indiana (September 20, 2024) - On September 19, 2024, late in the school day, Richmond High School was alerted to another threat aimed at causing harm to the building and its occupants. This time, the threat involved a claim that RHS would be targeted by an explosive device.
The time for this madness to stop is long overdue. I want the concerned public to know that once this message was received, Richmond Community Schools’ administration acted swiftly and accurately, implementing safety protocols to ensure the well-being of the students and staff. Once it was determined that no credible threat was present, those protocols were lifted. However, our work did not end there. In collaboration with Richmond Community Schools administration, officers from the Richmond Community Schools Police Department were able to identify a suspect and establish probable cause for the arrest of a juvenile. What was initially described as a prank quickly lost its humor once the individual was detained in a Juvenile Detention Facility for the consequences of their actions.
Parents, this is where I need to speak directly to you. Now is the time to have a conversation with your children about how they are processing the events of the past two weeks. Help them understand that these so-called pranks are not jokes—they carry serious, real-world consequences. Please reinforce the message that our schools remain safe, even as we face what is currently a nationwide issue. Richmond Community Schools are committed to maintaining safety and security, both physically and emotionally, for our students. While we cannot control the actions of others, we remain vigilant in protecting our community from those who seek to spread fear and panic. Although I do not believe that arresting a child is always the best path to making a positive impact in their life, I must be clear: given the severity of the impact on our community, an arrest will be made every time such actions are used to incite fear.
As we conclude a week filled with Homecoming events, let’s refocus on the positives. Let’s surround our kids with love and compassion, empowering them to create lifelong memories during these special moments. Let’s encourage them to have fun and enjoy their youth. Isn’t that what being a kid should be about?

Superintendent Urges Parents to Talk to Students about Appropriate Conduct on Social Media

Dear Parents and Guardians,
As we know, schools across the nation, including our district, are witnessing a surge in safety threats and hoaxes circulating on social media. We understand how alarming these rumors can be, but it is important to remember that these social media statements are designed to provoke fear and disruption. Many school districts around the nation are experiencing this trend of misinformation intended to disrupt our operations and create fear in our stakeholders.

If there is a credible threat, you will be notified. We encourage everyone to say something if they hear something or see something. If your student has credible information, please encourage them to speak to an administrator, teacher, or RCS Police Department Officer.

Posting speculation on social media and perpetuating rumors without factual information creates anxiety for students, parents, and employees. We need your assistance in putting a stop to these rumors. Please talk to your students so they can help us be vigilant. Please talk to your student about appropriate conduct on social media. These types of pranks or jokes may carry serious consequences including school disciplinary action and charges from law enforcement. Let's work together to alleviate these fears and create a safe learning environment for all. Causing widespread fear across our neighborhoods does not help, nor is it good for the students who are in school to learn. The safety and security of students and staff is always a priority at Richmond Community Schools. Thank you for your support and understanding!

Estimados padres y tutores,

The Richmond Community School District will follow an asynchronous eLearning Day on Monday, April 8, 2024, due to the Solar Eclipse. RCS teachers have included lessons this week about this historic event and we hope that students and parents can extend the learning together during this day.

Our campus parking lots/buildings will also be closed to visitors on April 8th.

ISO-certified solar eclipse glasses will be handed out on Friday, April 5th to all RCS students. Solar eclipse glasses are thousands of times darker than traditional sunglasses. Thank you to the Wayne County Tourism Center, the Deer Family Fund, the Women's Workshop Richmond, Natco Credit Union, Main Street Richmond, and Communities In Schools for supplying all students with a pair of eclipse glasses. It is important to not use the solar eclipse glasses if they appear to be scratched or damaged. If you would like to opt out of the eclipse glasses giveaway, please contact your child's school.

During the event, the sky will darken as the Moon gradually covers the Sun, leaving only a black disc visible. At totality, the stars will be visible in the daytime sky, and the temperature may drop a few degrees, providing a fascinating and eerie experience. The eclipse will happen in our area between 1:52 p.m.- 4:24 p.m. with 3 minutes and 48 seconds of totality occurring at 3:07 p.m.

Here is a short video of NASA Astronauts sharing tips for the eclipse: https://youtu.be/FtxEYSLFyaw?si=4FgEw7NxGUM43oSd

We wanted to inform you of an important update regarding our milk supply at Richmond Community Schools.

Yesterday, we received word of a significant power outage at our Anderson Prairie Farms milk distribution center. Unfortunately, this may disrupt our normal milk shipments until Monday. However, we want to reassure you that we have taken proactive steps to address this situation.

The Indiana Department of Education (IDOE) has provided us and other affected schools with waivers to serve milk in alternative ways during this time. Our Chartwells team is fully prepared with a plan for Friday and Monday, if necessary, to ensure that our students continue to have access to milk and other nutritious options.

We apologize for any inconvenience this temporary disruption may cause. Please rest assured that we are working diligently to minimize any impact on our students' dining experience.

RICHMOND, Indiana (June 14, 2023) – At tonight’s school board meeting, the RCS School Board of Trustees approved a resolution to establish a school police department.

The RCS Board of School Trustees have concluded that it is time for the school corporation to explore new avenues for the provision of these essential safety needs of the district. We certainly want to express the collective gratitude of RCS, its patrons, staff, students, and board members, both present and past, for the service that our Wayne County Sheriff's Department has provided in the management of the SRO program. Their courage and commitment have been more than appreciated. Formal processes are underway to ensure and sustain the high quality of safety and security that has always been exercised within Richmond Community Schools upon our return this fall.
Richmond Community Schools was closed April 12, 13, 14, and 17, 2023 due to an industrial fire and applied for instructional waivers for all 4 days from the Indiana Department of Education (IDOE).

The IDOE waived 3 instructional days and added 1 asynchronous instructional day due to the industrial fire. As a result, we have developed a plan to address the asynchronous make-up day without adding an in-person or asynchronous day for the last day of school.

Asynchronous assignments will be assigned to students by Friday, May 5. You are welcome to post assignments as early as they are available. High school and middle school students in grades 7-12 will have until Monday, May 8 at 11:59 p.m. to complete assignments. Elementary students in grades K-6 will have until Wednesday, May 10 at 11:59 p.m. to complete assignments. In-person instruction will take place as usual, and the asynchronous will be in addition to the in-person instruction.

Since RCS previously exhausted 3 asynchronous days for the 2022-2023 school year, the state has granted us 1 additional asynchronous day. RCS has chosen the option described above instead of students returning to school in-person or asynchronously on Friday, May 26 for grades 9-12) and Tuesday, May 30 for grades K-8.

Attendance will be taken in PowerSchool. If students attempt the assignment in the asynchronous window, they will be marked present. If students do not attempt the work, they will be marked absent.

Good afternoon Families of Richmond Community Schools,

Yesterday in conjunction with the EMA, IDEM, and EPA, the City of Richmond lifted the "shelter in place" order and have provided RCS with guidance pertaining to proper air quality cleansing. Not only have we followed the guidance and recommendations of such entities, but we have also taken additional purifying steps to assure that our learning environments are safe and conducive for learning.

With that said, RCS will be operating on a normal In-Person early release Tuesday schedule tomorrow, April 18, 2023. As we are in the midst of testing season, our school officials will be utilizing the afternoon tomorrow to logistically plan for the remainder of the week.

RCS is truly grateful for the selfless service of our Richmond Fire Department, our Wayne County Emergency Management Agency, and all first responders who are working tirelessly to keep us safe. To our own faculty, staff, students, and stakeholders, we, too, thank you all for your patience, resilience, and continued support. Our leadership teams have been working around the clock to keep up with matters at hand. Through collective support, we have gotten the job done.

Finally, to all of the families that have been displaced as a result of the industrial fire, please know that our thoughts and prayers are with you during this difficult time. Hopefully, those with children will rest a little easier knowing that their children will have a familiar place to attend starting tomorrow.

Sincerely, Richmond Community Schools

Atentamente,

Escuelas Comunitarias de Richmond (RCS)

RICHMOND (January 13, 2023) – Richmond High School softball has a new head coach as Trustees approved Alexis Cox at the regular school board meeting on Wednesday, January 11, 2023.
Cox is no stranger to the Red Devil Softball program. Over the last two years, she has been the assistant varsity coach. This is her first experience as a head varsity coach.
“We are excited to have Coach Cox lead our softball program,” said RHS Athletic Director, Clay Bolser. “I am confident she will ensure that our student-athletes have a high-quality experience.”
A 2015 graduate Centerville High School, she was a member of their softball program. During that time, she played third base, shortstop, and catcher. As a junior, she helped lead her team to its first ever sectional championship. As a senior, she and her teammates were the program’s first ever undefeated conference champions.
“I am extremely excited and honored to have been selected to lead the talented student-athletes of Richmond softball,” Cox said. “Thank you to Athletic Director Clay Bolser for entrusting me with this opportunity. I look forward to connecting with and building a tradition of growth and winning with our student-athletes, the Richmond community and our fans.”

First and foremost, we are extremely proud of the collective resiliency that has been shown throughout the adversity currently before us. Yesterday our leadership teams were able to virtually attend several RHS classes and each virtual class was structured for success. Our RHS educators were well prepared and students responded accordingly. With that said, we are going to continue to provide all necessary resources, supports, and professional development to aide the RHS community throughout this process.

Unfortunately, our most recent battery of tests regarding moisture management has revealed that RHS has yet to thoroughly dry out. As a result of these most recent findings, Return to In-Person Instruction timetables have been adjusted and we now have to consider an RHS Return to In-Person Instruction date of Monday, January 30, 2023.

Each day has presented us with new data to review and reflect upon. Much of our information comes to us in real-time and does not afford us much warning. We have virtually met with the RHS faculty/staff to inform them of our possible In-Person Instruction timetable. At this time, exercising the utmost of safety, security, and due diligence is our number one goal. We will continue to provide our community with frequent updates on the matter and thank you all in advance for your time, patience, and understanding.

Respectfully yours,

RICHMOND (January 4, 2023) – Due to extreme inclement weather during winter recess, Richmond High School experienced water damage as a result of a busted pipe. Unfortunately, there was significant damage to our historic school building that require extensive renovations to address a multitude of challenges that the water damage has presented. RCS central office leadership team, Richmond High School administrative team, teacher leaders, and a plethora of community vendors have been working collaboratively to thoroughly access the matter and have been exercising due diligence to resolve this challenge. We are cognizant of the fact that we will be exhausting contingency plans that have never been explored within Richmond Community Schools. However, with the extreme nature of the challenge before us, we ask in advance that grace is extended to our entire school community.
For a point of clarity, Richmond High School is the only school throughout our corporation that was affected by the extreme inclement weather. Therefore, as was previously scheduled, all RCS preschool through eighth grade students will have a scheduled eLearning day on Friday, January 6. They are expected to return in-person on Monday, January 9 and they will follow a regular bell schedule.
At this time, Richmond High School students will follow live, synchronous learning (online learning) Monday, January 9 through Friday, January 13. In short, RHS students will be required to attend live, synchronous instruction (online learning). Google Meets will be the

software platform for which teachers will conduct live, synchronous instruction (online learning). Classroom teachers will be providing virtual links via Canvas for students to use to enter their teachers’ online class. It is important that we remain in compliance with Indiana state attendance standards while implementing live, synchronous instruction (online learning). Students will be required to log in to each class period in order to be marked present. For example, RHS students will be required to follow this schedule virtually each day for each class period.

Students without Wi-Fi may visit one of the following Help Centers where RHS staff will be present to support students.
•	Boys & Girls Club - Jeffers Unit (1717 South L Street)
