Strategic Planning
In 2024, Richmond Community Schools (RCS) committed to defining
strategic goals with measurable outcomes that will improve student
outcomes through 2030. The strategic planning process was divided
into two phases culminating in a vote to approve the strategic
plan in February 2026 by the RCS school board.

The initial part of the process was led by Steve Horton of the
Indiana School Board Association (ISBA) and brought together
a 55-member planning team composed of community leaders,
RCS staff, and RCS school board members. During six months
from October 2024 to March 2025, the team drafted guiding
terms and strategic pillars for consideration.

The final phases of the strategic planning process were led by
Ruth Stone, President, CDO Consulting Group (CDO). Since June
2025, CDO has led more than 120 hours of meetings, eight school
board training sessions, three school board and staff retreats,
post-discussion surveys, and multiple in-depth conversations with
staff. The result of these activities is the well thought out, data based,
and goal-oriented strategic plan being presented to the RCS school
board on Wednesday, February 18, 2026. With a positive vote from
the school board, the RCS district will launch into a time of progress
dedicated to equipping RCS students with knowledge, skills, and
opportunities to fuel lifelong learning, achievement, and purpose.
