Early Childhood Special Education
Early Intervention means a brighter future for all children! Free screenings are offered for all children from ages 3-5. Screenings are held at Westview Elementary School (1707 SW A Street, Richmond). Free screening dates for the 2022-2023 school year are:
The evaluation team and case conference committee may use the disability category of "developmental delay" or any appropriate other disability category as described in Article 7.
Transition
RCS Special Services shall maintain ongoing communication with First Steps on children served in early intervention to aid the smooth transition of First Steps referrals to the public schools by the student’s third birthday.
Transition Protocol:
- RCS shall participate in transition planning conferences scheduled by First Steps on behalf of the child, with the approval of the family of the child.
- Six months prior to the child’s third birthday, RCS shall receive, with parent consent, the most recent individualized family service plan (IFSP), most recent service plan report, and any pertinent medical or educational records.
- By the date of the third birthday of a student who may be eligible for early childhood special education, RCS shall have:
- completed all necessary evaluations
- convened a case conference to determine eligibility for special education and related services
- developed an individualized education plan for the student, and
- implemented the individualized education plan.
If the student’s third birthday occurs during the summer and the case conference committee determines the student requires extended school year services, the student’s individualized education program shall state that services shall be initiated during the summer of the student’s third birthday. If the case conference committee determines the student does not require extended school year services, the student’s individualized education program shall state that services will be initiated at the beginning of the upcoming school year.
